Start Menu Layout XML - Powershell Script

I would like to customize the start menu layout, via powershell script. I have found the following tutorial:

The following instructions exist for windows 11.

I do not want to implement this via MDM.

It uses "Export-StartLayout" to export the layout. With "Import-StartLayout" I want to import the layout. This is also done without errors.
Now when I create a new user I still get the default layout.

Is it possible to customize the default layout via Powershell in Windows 11?
If so how?
