"A media driver your computer needs is missing" – can't install Windows 11 from USB

I downloaded the Windows 11 Media Creation Tool onto a USB, but when I try to boot from it in BIOS, I get this error: "A media driver your computer needs is missing."

I haven't been able to do a clean Windows update in weeks—kept getting a "failed to install" error after restarting. It would always dump me back into the keyboard layout → Troubleshoot PC menu. I couldn't even do a factory reset or system restore. Now I can't even reach the desktop anymore; it just loads straight into the advanced options menu and won't go past it.

Figured I'd try a fresh install from USB, but now I'm stuck on this driver error. Laptop is an HP 15 with an 11th gen Intel Core i3. Any idea what I'm missing here? Would really appreciate any help.
