Files in the Recycle Bin Restore Themselves and Refuse to Explain Why

I have been experiencing a strange issue on my Windows PC where files I delete and move to the Recycle Bin seem to restore themselves without any action from me, even after I empty the bin or restart the computer. This unexpected behavior is becoming frustrating because I cannot figure out what is causing these files to reappear, and I have already checked basic settings without finding a clear explanation. Has anyone encountered this problem, and what troubleshooting steps can help identify the underlying cause?
