File Explorer Navigation Pane toggle disappears

The toggle option to show/hide the Navigation Pane does not appear when a new File Explorer window is launched.

Work around

Toggle the Compact View option to make the Navigation Pane option appear.

Steps to reproduce

1. Open File Explorer
2. Click View dropdown
3. Click Show
4. Toggle Navigation Pane missing
5. Toggle Compact View (on/off doesn't matter)
6. Click Show
7. Toggle Navigation Pane now shown
