[CTL]+[WIN]+[LEFT ARROW | RIGHT ARROW] causes the top window to lose focus

When there is not another desktop to the left of the current one and [CTL]+[WIN]+[LEFT ARROW] is issued, the currently focused top window loses focus. Instead it should remain focused.

When there is not another desktop to the right of the current one and [CTL]+[WIN]+[RIGHT ARROW] is issued, the currently focused top window loses focus. Instead it should remain focused.
