Computer Performance Changes Depending on Room Temperature

My computer's performance changes noticeably depending on the room temperature, running fast when the room is cool but slowing down significantly once the room gets warm. I suspect thermal throttling is the cause, but I want to know if this is normal behavior and what I can do to keep performance stable regardless of temperature.
