Can't switch to a keyboard layout created with MS KLC

I have a keyboard layout created with Microsoft Keyboard Layout Creator.  I need to use it as a secondary layout.  I have added a second language in Settings => Time & language => Language & region,  added my layout and removed the default layout that was added automatically.  Now,  as long as I only have two keyboard layouts,  I cannot switch neither with Win+Space (does nothing) nor with mouse and the language selector on the task bar (list does not pop up).  If I add a third layout (third language or just another layout to an existing language),  I  can use Win+Space to toggle between my primary layout and the new one (KLC layout is just skipped),  but with a mouse I can actually select any of those 3.

 

It would be great if the system could be fixed to allow switching between two layouts even when one of them was created in KLC.
