Windows10 Windows Update remains stuck at 0% download for driver updates

When downloading certain driver updates via Windows Update, the download progress gets stuck at 0% for an extended period with no progress. Other updates download and install normally.

Canceling the download and retrying, or restarting the Windows Update service, only provides a temporary fix.
