Windows sometimes show 100% disk usage when no apps are running
My Windows system frequently shows 100 percent disk usage in Task Manager even when no applications are running and the computer appears idle, causing severe slowdowns and unresponsiveness. This persistent high disk activity occurs randomly and I cannot identify which background process, driver, or system service is responsible, as the Resource Monitor does not clearly show the source of this excessive read and write load.

You can try disabling it in the Startup tab of Task Manager or checking the Task Scheduler to see if it's set to run automatically.
