I see no one knows tsk!

Hello @gmj12345.
Did you try the "Run programs made for previous versions of Windows" functionality under Control Panel > Programs > Programs and Features?

Bye.

You select to run compatibility mode in Windows XP correct?
Did software vendor already exists?
What happens when you attempt to run it?
Be specific please 🙂
Can't even installed the program... just pop up no error message showing in the screen
You may set the setup program to run as compatibility mode.
I also advise you to report this issue using the Feedback Hub app.
What do you meant by "using the Feedback Hub app"?
In Windows 10 and Windows 11, there is an application known as Feedback Hub and you may open start and search for it and open it. There you may report bugs and feedbacks and I advise you to report this issue as a bug there.
I see ... I give Feedback Hub a try
You might not receive a direct response but it is the best place to make sure Windows team will get to know about the issue.
sad
There is no other way available to run an old software that not compatible with Windows 10.
