Distorted buttons in certain programs

I've been having an issue for a couple weeks now where in a couple applications the buttons will 'disappear' or distort after I mouse over them. This mostly affects a CAD program I use, but I've seen it in Virtual Machine Connection and Display Driver Uninstaller (DDU). I've tried so many things to fix it, but so far nothing has worked. I've reinstalled display drivers, ran DISM and SFC, even created a new user on the computer. This has only served to basically switch between accounts when one has the problem.

Has anyone else experienced this? I've tried searching for answers, but haven't found anything. I'll link some pictures
