It is not a solution as of 8/29/25
High memory in Windows Desktop Manager exists in almost every computer we service. I've yet to find a fix that works. The registry entries, the command line stuff, the Group Policy stuff doesn't work and/or simply does not exist in 24H2.
Killing the process is no fix. Also, sometimes you kill the process and it does not restart like stated here.

Telling someone to delete an item out of registry with no explanation. NO BUENO!
Then restarting pc and 'miracle' the memory is fixed - WRONG! of COURSE the memory is fine on start up.
This advice is CLASSIC Microsoft, devoid of any sense of responsibilty for the BUGGY and BLOATY software that is the elephant in the room - that needs fixing (not some half-baked 'solution' from a random dude on YT).

I am having the same issue. I have rolled back drivers, updates, etc. and nothing has worked. It's getting pretty annoying.
