Unable to link learn profile and certification profile

I am trying to link my learn profile and certification profile (I am currently registered for one exam), but when I try to "Connect certification profile", I receive the error that there is no certification profile found for me.

There is also a page that references managing your certification profile through your learner profile, yet the option that is referenced is not actually an option for me.

Options in my account:

Is there a way to link the profiles when I keep receiving an error that no certification profile is found for me? Do I need to have my personal account (MSA) associated with my certification profile changed?
