Unable To Edit Modern Page

I have been running into issues attempting to edit some/all of my modern pages on SPO.

Once I click Edit it is a 50/50 whether or not the page even shows the editable options.

When it does show them the pieces I have circled in red don't even allow me to click on them, I click and nothing happens.

As for permissions I am a SharePoint Admin.

I have attempted using multiple browsers (Chrome, IE, Edge, Fire Fox) and their incognito modes, disabling extensions & pop-up blockers.

What I have to end up doing is continually refresh the screen, clicking edit, attempt, repeat... until it finally works.
