SharePoint Online File Editor Won't Save Changes
You are probably right. I don't have the exact information about the issue I'm experiencing, but from what I can see, the symptoms are that I'm able to upload new versions of a text file, overwriting previous versions. However, in the online text editor, the button ribbon is blank, and consequently I'm unable to click "Save" to make changes in that workflow.
I'm also experiencing the missing Command Bar in the online editor. Is there a workaround or fix for this issue? (besides reverting to another editor outside of SP Online)

Unfortunately, I'm still experiencing this issue. Here is a screenshot from today, 10/24/18.

For me, this issue has been resolved. I can see the Ribbon now.

The command bar is back now in the tenants I've checked. Perhaps the rollout of the fix is happening slowly so here's hoping it gets to everyone soon.
