SharePoint 2019 "Move to" keeps asking credentials
Hi,
I have a client that has a SharePoint 2019 (16.0.10398.20000 May 2023 update) and in all sites collections the "Move to" seems not to work unless the user has Approve Items permission.
Is this by design or a bug?

In SharePoint 2019, the behavior you described where the "Move to" functionality requires users to have the "Approve Items" permission is by design. This behavior is not a bug but an intentional feature of SharePoint.
The "Move to" functionality in SharePoint requires users to have sufficient permissions to perform the action. By default, users with the "Contribute" permission level or higher are able to use the "Move to" feature. However, in certain scenarios, additional permissions might be required depending on the target location or specific settings of the site.
The "Approve Items" permission is one such permission that can be required for the "Move to" operation. This permission is typically associated with content approval workflows or document management processes. If a target location for the move operation has such workflows enabled or has specific settings that require content approval, users may need the "Approve Items" permission to complete the move.
To allow users to use the "Move to" functionality without requiring the "Approve Items" permission, you can review the permission settings of the target location and make adjustments as needed. This could involve modifying the associated workflows or adjusting settings related to content approval or document management.
It's worth noting that SharePoint permissions and feature availability can be customized and tailored based on the specific requirements and configurations of your SharePoint environment. Therefore, it's recommended to consult your organization's SharePoint administrators or IT department to ensure that the permission settings align with your desired functionality and workflows in SharePoint 2019.
