Share Folder on Sharepoint Online Site with Internal User Not Entire Site
Every doc library has different permissions and we need, due to many Outlook issues not yet resolved, be able to map these doc libraries as mapped drives and the only way to do this is to have separate sites. There is no way around this. We have contacted Microsoft and we have to have mapped drives for now.
As well our root is set to all of our users to access as we're using it for our Intranet. We can't have our restrictive folders saved here.
I created a NEW modern page (not a site) and a new document library under the root of a subsite (so it's no longer a subsite of a subsite). I cannot use the root site as all users have access to it.
I shared a folder and the user is STILL getting a message that they need permissions and must request access.
The issue isn't related to classic or modern pages/sites so I cannot believe that Sharepoint would NOT support sharing of files on a subsite? That's crazy. Why is the Share option even there if it doesn't work?

I've fixed it by DEACTIVATING the "Limited-access user permission lockdown mode" on the site collection.

I've shared to another account that I have the password to. I can log into the main SP tenant site and see all that I should see (since we give read access to everything on that site for all users). This means no issues with access or AD etc.
When I receive the email about having a folder shared, I click on the link (link IS the actual folder link and not a link to the site) and get "You need permission to access this list." It appears there is an issue between granting sharing to a folder and not having it then give access to the list (in our case the document library).
I do not understand why we would have to also give a user access to the entire document library, as that defeats the whole purpose.

Checked the top site and it is activated.
