Retention policies and Site Collections
If a SharePoint Online site collection is covered by a retention policy, and the site collection is deleted, what happens to:
- The content?
- List?
- And the Site Collection?
Is it possible to recreate the entire site collection including all content, web parts, lists etc.?

- I recommend you to review the retention concept in SPO starting here: https://docs.microsoft.com/en-us/office365/securitycompliance/retention-policies basically retention is going to be applied to documents so to answer your question, you will not be able to delete a site where there is a retention policy applied. In regards of lists and pages in the site, they are not covered by the retention policy so they can be deleted, modified, etc.

I have read the documentation you refer to, but it doesn't answer my questions.
You can delete a site collection, if you first delete the contents. If you do that, my guess is, that the site is lost. But the documents that were in the site - are they recoverable if the site is gone?
