Have you considered using the new OneDrive Files On-Demand feature?

And yes, WebDav has never worked reliably with SPO.

On-Demand feature is it what I looking for, but I read the article quickly and It seem that every user can turn on and turn of this featur or am I wrong?
My users musn't be able to switch the option, they must have all files online only.

AFAIK, there is not the possibility to block users from enabling/disabling Files On-Demand.
