Non-Admins unable to add external Members to a SharePoint site

Good morning, it seems like only IT Admins in our org are able to add external users as Members to SharePoint sites. E.g., I am our org's Global Admin and do not have any issues adding external folks, but another Owner of a SharePoint site (non-Global/IT Admin) receives an error when attempting to add an external address. Is this by design?

What are the sharing settings you have for that particular Site?

Hi @Juan Carlos González Martín - any suggestions on this? I noticed today the same behavior occurs if a non-IT Admin user attempts to share a file link from SharePoint to an external email address, but it works for me just fine (I am our org's Global Admin). This is the error an end-user received when attempting to share, even though they are an Owner of this particular site:
