Modification on Modern SP site

Hi All,

 

I am new to Sharepoint and in learning phase. I have access to two different SP sites and both are Modern sites. I am trying to create list using "Existing list" (List 1). In one of my list, i can see this option and but in another i couldn't (List 2) get that option. Could anyone please help me on what changes need to be taken on my List 2, to bring it similar like List 1?

    The experience when creating a list should be the same for both sites....seems to be a bug or at least there is a difference in the access you have on each site
