The "live people card" behavior (where you can hover over an individual and see more information about them) isn't yet rolled out to the government cloud you are both a member of, which is why you don't see that behavior in the people web part. Once that underlying capability is rolled out, it will become available in SharePoint. The team handling that feature roll-out hasn't committed to a roll-out time frame yet. We'll let you know when we know a time frame for it. fyi Steve Zhang

We noticed this problem and we are fixing it.
Now we have the descriptive view too, but I miss the ability to alter the information that is shown, fo example I would like to show the phonenumber and email directly, not only after the mouseover/click.

- Hey Steve, thanks for all your work on this, I am finding it very useful. In agreement with Jordi, I'd like to also see user phone numbers displayed on the 'descriptive' view. My company has a need for an employee directory with emphasis on phone numbers, and this is an attractive and simple way to achieve it. Thanks :)
DanHi. I was looking for the same thing: show e-mail and phone numbers without hovering. For temp fix I added e-mail addresses manually to the "Add a profile link" part as "mailto:"-link and mobile phone numbers in "Enter a description for this person" area but that just isn't right. This info has to come from people's profiles (for us users are synced from local AD).
Also something to consider that we would really look forward to: list view! With, for example, pictures on the left and contact information panning to the right as sort of a table formation.
Maybe it will finally roll out to our farm as a New Year's present.
