Item Level Permissions

Dear All

I understood that Item Level Permissions configuration applies to users with Contribute and Edit access to the site or list. If a user has Design permissions level (or higher) at a site or list level, the Item-Level Permissions would not apply to that user.

However, when I created an item I noted that everyone including those have Contribute and Edit have the access to the item as well.
