Hmm looks like this file doesn't have a preview we can show you (Sharepoint online, new templates)
I have a user that get this error message, and I get the same. I have test from different computers and in different browsers.

- You may try to unregister service worker for your SharePoint Online domain

ours was a view display box not checked type (icon linked to document).... checking that box caused the icons to change back to the red pdf icon and view on the first click.
go into edit the view scroll down and find that field.
