delegate site creation from Sharepoint Landing Page

Is it possible to delegate the creation of sites from the sharepoint landing page, we would like some users to be able to create new sites but not all users. I dont seem to be able to find a way to do this.

also is a site which is created via the sharepoint page the same as a site which is created through the groups page?

As far as I know you can only hide the Create Site link for certain users if you configure Site Creation settings to make use of Office 365 Groups too. If you choose not to use Office 365 Groups you can only show or hide the default Create Site button for everyone.

Under SharePoint Administration -> Settings -> Site Creation there's an option that says: "Choose the second option to show the "Create site" command only to users who have permission to create groups." Then there are ways to disable Group Creation for users, like described in the following blog:

You could also configure Site Creation settings to use a custom Site Creation Form. With this option you could implement logic in your custom form that prevents certain users from creating sites while allowing others to do so.

Short answer is no, there is not the concept of delegation in SPO to create sites...by the way, Paul's answer is also very detailed in regards of the options you have.
