Anonymous Access Conflict for Guest Users

This is a tricky one (I think).
I have a SharePoint tenant with both anonymous sharing and external guests enabled. 
We have a business process where onboarding staff need to open a folder and read some documents without having to log in or create an account. 

We have a separate business process where external users need to create a guest account and access some of our intranet sites. 
Sometimes those users are the same people. 

So Jane Doe creates her guest account and is able to log into our portal and view some pages etc. 
Later, Jane Does is sent an anonymous access link to a folder in a different part of the intranet. She tries to open the link, however she gets a "you don't have access to that" error message, despite having used the anonymous link. As a workaround, she has to open an incognito or private browsing session to use the anonymous link. 

I am wondering - is there any alternative to this? It's near impossible for us to teach all our external people how to use incognito sessions. Am I doing something wrong here? Is there a better way?
