Windhoek has an Incorrect Timezone

The city of Windhoek in Site Settings/Regional Settings (SharePoint Online) is currently UTC +01:00 however Windhoek no longer observes daylight savings time and has permanently moved to UTC +02:00.

 You can use the latest builds of Windows 10 to confirm this.
