Intermittent error 0x800CCC0E

My emails are in Outlook in Windows 365.  Two @tiscali.co.uk addresses.    Most of the time  an 0x800CCC0E error  appears re. receiving emails  ,  sending emails works ok.  Intermittently emails are received.    1h40min with Microsoft support reloaded the whole Outlook program [ and lost my address book]  so things all worked ok for a few minutes but then same fault re-appeared.  The fact that it all works sometimes indicates the settings are fine so what could be causing this ?    My internet connection is fine and  receiving/sending emails directly from their own sites  is no problem just via Outlook.
