Cannot create and send emails from account with Delegate access, but can reply

One of our users can reply to emails to an account she has Delegated access to. However, she is not able to create and send a new email from this account. When she sends the created email, the get stuck in Outbox. The delegate access was setup to allow the user to send on behalf of the account.

What could be the cause of this?
