Why cannot disable downloading and printing function for the PDF files

When I upload a file in the OneDirve and teh SharePoint, if I give the view only permiassion or the restricted view permission on the PDF file for users, they cannot open the file online. And if I grant the read permission to the file and they still can downalod the file or print it. 

What I am wnat to do is grant the user permission that cannot let them download or pring the file but can see the file in the browser.
