Office 365 F3

Does anyone know if it's possible to use an Office365 F3(Disabling the Exchange Kiosk option in it) with an Exchange Online (Plan 2). That's because we would like to enable a few users who can use Office Online, but they need to have outlook installed on their computer (which the F3 doesn't allow the user to have).
