    One workaround we are hearing for this issue is to create an empty settings.json file under
    AppData\Roaming\Microsoft\Teams
    This seems to fix the issue.

Both thanks for the replies. Our problem was fixed with the roaming of "AppData\Roaming\Microsoft\Teams".  

We have a third party tool for roaming of user data, and we didn't roam anything for teams.

I'm having the same issue. Are you using FSLogix? I'm not excluding any folders from the roaming profile.
