min role required to configure and run "Network Planner" in Teams?

Hello,

We are performing site bandwidth modeling in the Teams Network Planner.  Since there is no upload capability  we need to manually input 1000s of values.  We would like to have a non-Teams Admin perform this task.
Can anyone tell me what is the minimum role required to add site details, create and run reports in the Teams Network Planner?
