OK, in your Office 365 tenant at https://admin.microsoft.com, go to Users > Active Users, then select one of the users by clicking on, it. click on Licences and Apps, and see if the O365 E1 / Teams Exploratory is checked for the user.

First assigned eng took me on screen sharing mode and tried to solve the problem but that didn't work. Then he told me to wait till tomorrow because they need to run some scripts at the backend to solve this issue.
