in MS Team external users (other tenant) shows offline
when i added external user in Ms team so it shows offline. but user is online.

Yes, I understand but it depends on what co-existence mode the user is on in Teams. If the user is in island mode, all external people will see that persons Skype presence instead!
Do your messages arrive at that persons Teams client?

- If that user is not in Teams-only mode, the presence is based on Skype for business! Check if that’s the case and also if The users Skype Client is Offline
