There are a few ways, but recommended as follows [Updated]
1.) Raise here - Microsoft Teams · Community
2.) Raise a support ticket referencing the bug through the Microsoft 365 admin centre
3.) In the client go to help > report a problem

site uservoice is inactive. What is substitute for it?

Looks like the uservoice above wasn't carried over when they transitioned to the feedback portal so I would re-raise it
