I need to force users that if I call them by audio they answer me by audio without activating the video. Is it possible to do that ?

The only possible way to do this over VOIP calls would be to essentially turn ip video off in the meeting policy for the user. This would impact their other calls. If you use teams for PSTN, call their mobile number which would be an audio only call.
Outside of these two options it's educating them
