I'm also facing the same issue. When I click on Sign in to your Microsoft account

it is redirecting to https://techcommunity.microsoft.com/t5/microsoft-learn/ct-p/MicrosoftLearn 

If anyone got the solution for this issue, can you please share that info here? Or any other alternate options to order the Microsoft MCT Welcome Kit. Thanks.

https://mctmerchandise.com/ is working for me. Use the same credentials as you use for MCT Central and Learning Download Center. 

Raise a question on https://aka.ms/MCTSupportForum is you still can't access the MCT Store

NOTE: open the URL in private/incognito browser session - it will work then.
NOTE 2: The website will pick up logon information from another session, whether in regular or in private/incognito browser, so if opening private/incognito session, make sure you are not already logged on somewhere else.
TIP: use multiple browsers.
