ShadyKhorshed The shown MacBook was enrolled in Jamf. So we did complete factory reset and freshly enrolled to Intune via ADE and still not shown the recovery key.

In this case, you might want to double check on your configurations. because a fresh enrolled device should have no error with FileVault.
