iOS required apps grayed out and reinstalling

Based on the information you have provided, it seems like your test device is onboarded to EPM and the EPM agent is running. However, the policies that you have created are not being pulled down to the device.
Here are a few things to check:
- Make sure that the policies are assigned to the correct user or device group.
- Verify that the policies are enabled.
- Check the device status in Intune to make sure that the policies are being deployed.
- If the policies are being deployed, but not applied to the device, try the following:
- Restart the EPM agent service.
- Sync the device with Intune.
- Clear the EPM cache.
If you are still having problems, you can try the following:
- Collect logs from the device and send them to Microsoft support for analysis.
- Try creating a new EPM policy and assigning it to the device.
- Try deploying EPM to the device using a different method, such as a configuration profile or Intune Autopilot.

LeonPavesic Sorry I'm not entirely sure what you are referring to by EPM. We have an account with Apple Business Manager and the devices enroll in intune using the initial setup screens / company portal. There are no agents or local systems I manage for this.
The 365 apps are assigned as "Required" for all devices, they get installed alongside company portal and microsoft authenticator.

- Check the Intune console to make sure that the required VPP apps are up to date.
- Try restarting the devices.
- Try syncing the devices with Intune.
- Delete the Intune Company Portal app and reinstall it.
- Unenroll the devices from Intune and re-enroll them.
