Unable to open form shared with us from external organization

My organization received a link to a form shared with us by an external organization. Whenever anyone tries to open the form we get the following error:

I'm thinking that it's a problem with the link/form permissions but I'm being told that it's a problem with a policy on our tenant.  Is there anything on our end that could cause this to happen?

This error indicates that the external tenant admin does not allow sharing their tenant's forms with people outside of their tenant, so it has nothing to do with your tenant's settings.
