Quick Poll Not Working in GCC

I am creating a new Quick Poll described in this article. When my recipients try to vote on the poll from within the message using Outlook Web App they are getting a message "The remote endpoint returned an error (HTTP 403). Please try again later." When using the link embedded in the message instead of the built-in voting tools it works fine. 

Important to note that this is happening in our Government tenant and not happening in my commercial developer's account.

In our GCC tenant all I get when I share out a link to a Form is "Loading" with of course, nothing loading.

GCC here as well. Quick polls not working, and my shared Forms surveys are just spinning the loading icon with, of course, nothing loading. This makes us look unprofessional.

@Rumrill I am getting the "Form does not exist" error now as well even though I can go to forms.office.com and see they are listed there.
