Chris_Clark1968 a form in MS Forms is a purely one-pass submission. There is no way for one person to complete part of it then for another person to continue to complete it. That is why the initial form submission needs to be saved into a SharePoint list then another person edits that list item.

Thank you for confirming...
I'm thinking now a PowerApp may be a better solution as I can restrict who can access the editing of the request in a formula as not sure how to do this directly in a SharePoint list??
