Is Forms data searchable by O365 admins?

My company is looking to turn Forms on for our users, but our information security team has said they need to be able to search Forms data on specific terms, like they can on the data in SharePoint sites or our users' email boxes. 

Can our O365 admins use their access to the backend of O365 to export all or specific user data that has been collected using Forms?

An option that comes to mind is using Group sites as your home for Forms to make them discoverable. I no nothing about the ability to search Forms that are created from the Forms app directly that aren't stored in a Site or somebody's OneDrive, but a Form housed in a Group site should be discoverable by your admins as long as they are given access to whatever Group sites are used to house Forms.
