How can this be set to send an email notification to only the creator of the form or specific email recipients?  The site members appear to all be receiving notifications.

@madame206 you need to to turn off the notifications and create a simple flow in Power Automate to send the notification of the submitted form to whoever you want. A very simple example is as follows:
