Forms/Excel appending apostrophes where they shouldn't be

Screenshot #1: This is from our form, where we're asking two questions requiring number-responses.

Screenshot #2: See the most recent entry (line 194), where you can see there's a hidden ' in front of the number (highlighted). ALL submissions are coming across like this. Prior to submitting this last test, I opened the Excel file and selected both columns, changed them to "Number" format. I also used the "text-to-columns" feature to convert over the existing entries to look correct. Everything looked good, then I made that last submission (line 194), and it still forced the values to be a "text" format with the apostrophe in front of it.

How do I get Forms/Excel to stop adding these apostrophes?
