Export Form Response and approval to Sharepoint List, do we need a license on this?

Hi All, 

I have created a microsoft form, create a flow to send for approval - all good and working. Now, i want to create a an item with this new response and approval result into a sharepoint list once the approval is done, but it gives me multiple data policy error, which i have not turned on any DLP policy and also move SharePoint, Mail, Form, Approval as Business Connector... what did I miss? Or do i need to purchase a flow license / user license to do this?
