Does anyone know how to get Visual Studio 2017 to actually work?

I'm writing my issue here as the actual Visual Studio support forms force you to write your error through the application and I can't even do that as I can't sign in without an error.

So,

I tried installing Visual Studio 2017 Community version multiple times however this error always appears:

A product matching the following parameters cannot be found:

channelId: VisualStudio.15.Release
productId: Microsoft.VisualStudio.Product.Community

I've tried multiple things yet nothing works. Behind this pop up there is also this scrawl of text:

Microsoft.VisualStudio.Setup.ChannelManifestDownloadException: Exception of type 'Microsoft.VisualStudio.Setup.ChannelManifestDownloadException' was thrown. ---> System.UnauthorizedAccessException: Access to the path 'C:\Users\Owner\AppData\Local\Microsoft\VisualStudio\Packages\_Channels\4CB340F5\channelManifest.json' is denied. at System.IO.__Error.WinIOError(Int32 errorCode, String maybeFullPath) at System.IO.FileStream.Init(String path, FileMode mode, FileAccess access, Int32 rights, Boolean useRights, FileShare share, Int32 bufferSize, FileOptions options, SECURITY_ATTRIBUTES secAttrs, String msgPath, Boolean bFromProxy, Boolean useLongPath, Boolean checkHost) at System.IO.FileStream..ctor(String path, FileMode mode, FileAccess access, FileShare share, Int32 bufferSize, FileOptions options, String msgPath, Boolean bFromProxy, Boolean useLongPath, Boolean checkHost) at System.IO.StreamWriter.CreateFile(String path, Boolean append, Boolean checkHost) at System.IO.StreamWriter..ctor(String path, Boolean append, Encoding encoding, Int32 bufferSize, Boolean checkHost) at System.IO.StreamWriter..ctor(String path, Boolean append) at System.IO.File.CreateText(String path) at Microsoft.VisualStudio.Setup.Extensions.<>c__DisplayClass10_0.

I think there's more but it get's blocked off.

If anyone knows what's up that'd be great as it need this supposedly great software that be great. If this needs to be moved fine just as long as I get an solution.
