Can I create a Microsoft Form with a File Upload option, that can be shared externally?

Does Microsoft Forms allow me to create a Form that I can share externally that also includes a File Upload section?   Or is File Upload only available when the Form is shared only with members of my internal organization?

@OneTechBeyond file upload is only available if the form is restricted to only people in your organisation can respond.

@RobElliott Is there a published reason for this as-designed behaviour (eg security risk, naming convention of saved files requires userid, etc)?

@Robert Broadley I recall a while back my contact at Microsoft saying that it was to prevent malware, trojans etc getting into theirs and your system. But I can't see anything from them about this on the feedback portal.
