Can I create a Microsoft Form with a File Upload option, that can be shared externally?

Does Microsoft Forms allow me to create a Form that I can share externally that also includes a File Upload section?   Or is File Upload only available when the Form is shared only with members of my internal organization?

    OneTechBeyond file upload is only available if the form is restricted to only people in your organisation can respond.

      RobElliott Is there a published reason for this as-designed behaviour (eg security risk, naming convention of saved files requires userid, etc)?

        Robert Broadley I recall a while back my contact at Microsoft saying that it was to prevent malware, trojans etc getting into theirs and your system. But I can't see anything from them about this on the https://feedbackportal.microsoft.com/feedback/forum/0ab9de26-ff1b-ec11-b6e7-0022481f8472.
