Blank rows in forms' answer record

I am also experiencing this issue. We shared a "duplicate" version of a form as a template, and all of the resulting Excel documents have the issue. Anyone have ideas on how to resolve this? Since the owners are all separate, I don't have the ability to sync their books, so I would like to resolve the issue with the template itself if possible.
